The top of the wheel moves faster than the bottom as the wheel moves forward and rotates. Each point on the wheel experiences two types of motion simultaneously: rotation around the wheel's axis and forward movement with the axis. The final speed at the top and bottom of the wheel is not the same. At the top, the rotational motion is added to the forward motion since both speeds are in the same direction. At the bottom, the rotational speed and the speed of the axle are in opposite directions and are therefore subtracted.
